Are you talking about Campagnolo-style quick-release levers for wheels? The chrome C-shaped clip does not secure the quick-release lever---all it does is make it slightly easier to turn the threaded nut on the skewer.

If you're talking about a conventional industrial C-clip, chances are it's a standard part that's available from industrial suppliers.
