Do the cranks continue to spin after you take your hands off of them?

2. Head set has play, not significant but I can feel it. I tore it a part and packed it with grease but I can still feel it. Can the fact I have an extra large periscope on top of the stem be the cause of this? I really don’t think I should try tightening it anymore. Bars spin fine.
Might have too much spacer. Maybe only a millimeter.
