My REMA patches just peeled off instead of fusing. Ditto for a vinyl patch. (air mattress) IIRC, they took about the same effort to peel.
Those are sometimes a challenge. With thorough surface roughening and Rema cement, I've been able to get a Rema patch to stay permanently. But they can be tricky.
