My REMA patches just peeled off instead of fusing. Ditto for a vinyl patch. (air mattress) IIRC, they took about the same effort to peel.
That sounds like the tube was a thermoplastic polyurethane or TPU tube. Rema cold vulcanizing patches aren’t going to work on those nor would rubber cement. Different chemistry.
