I have done a cursory inspection of the bikes Headset, BB, Brake Reach and Seat tube.

Headset
Felt notchy in the stand with no wheel, not notchy with wheel mounted. Thought it might be lower races, but dis-assembly showed no evidence of damage and loosening one 'tooth' smoothed things up. Perhaps just over tight. So i believe can use the current headset if I like. I have thought about having a local builder who advertises in CL about adding steering tube extensions to have him splice in a Standard 25.4 tube and take my crown race down to 26.4 from the current 27.00. Thus all this fuss over finding a workable headset in any future event would be much easier.

BB
The BB spindle was way too short and the ISO taper bottoms out on the JIS crankset. So off to Soma for an IRD french cup adapter for their cartridge JIS bottoms brackets that come in multiple lengths. I think for the Suntour XC Pro LTD triple (46-36-26) I believe needs 127mm (perhaps shorter due MTB's having a larger hub spacing effecting chainline....?)

Brake Reach
Measures out at 55mm on 700c rims , so mid reach is in order. Bike may have even been a 27" wheeled bike. At any rated I will go with dual pivots, so hanger on headset is not needed.

Seat Post/Tube
Seat tube measures 28mm OD, and 26.2mm ID . I assume this means I need a 26mm seat post? I think I recall seatposts needing -0.2mm than the tube ID (no interference fits...). Let me know if that is correct.

Thanks in advance for any advice, opinions, and banter.
