This is not an apples-to-apples comparison. If you kept the same rim and same spoke, and only changed the hub, then that would be an apples-to-apples comparison where the only variable tested was the hub. In your scenerio- maybe the new rim has a greater moment of inertia which alows it to overcome the hub friction easier.
