As non-fixie already noted, this frame was manufactured by Miki in 1983.

While there were a handful of brands in Britain that had frames made by Miki in the 80s (Elswick Hopper, Falcon, Coventry Eagle), I've never seen any touring rigs under any British brands. Not sure what the seller was referring to with "English" in the ad.

The best matches for this frame are KHS 'Special' touring and a Sakai 'LDT'. The KHS Special model ranged from Tange 2 tubing with sidepulls, to Tange 3, and eventually to Tange Infinity (both the last two with cantis). The mystery frame is most likely built with Tange 3 tubing.
