Berkeley is close by, and although by no means crime free, might be a bit easier on your wallet. (I lived there for six years while in grad school.)
My comment was aimed at biking around San Francisco. The drivers are seriously crazy and I've been hit twice. The first time by some clown on a motor scooter and the second time by a car. Fortunately, on a 600# motorcycle and didn't go down, but I quit riding in SF. Much different on foot or in motorized transport. Just be careful of the homeless people. Many of them are paranoid schizophrenic and can be unpredictably violent.
