yes you can remove the inner ring without pulling the crank. You will have to remove the outer ring. If you’re not changing the outer ring, FD height will remain the same and switching from a 42t inner to a 39t (the smallest you can fit with a 135mm BCD) will likely not require a change in chain length.
consider learning how to remove the crank though - the required tool isn’t expensive (recent thread in the topic) and accessing the BB is a part of bike maintenance.
