the energy has to come from somewhere. on a car you have several thousand pounds of mass to slow down which charges the battery thru regen braking

on a bike with rider you have 200-250 pounds AND the extra weight of the batteries and charging unit (which have to be accelerated, ridden uphill etc)

Also would require a more complicated hub assembly for the regen brakes.

I don't think there's enough net energy recovery to offset the additional weight.
