I've bought bad stuff, been stiffed by the seller, had eBay refund me: they have an incentive to get rid of fake sellers. I've also been just stiffed. The discounts make it cheaper to accept some losses.
Except they really don't sure they might refund a few people but they are going to make more money off of those sellers and the people who don't bother with refunds and such. They want a place where any can sell anything that is not totally banned and they add a margin of safety but they want people to be able to sell fakes and knockoffs so long as they make money. You might lose a little here and there but more often then not they are making more money from it all.
