Paul Sadoff (Rock Lobster Cycles) has built a wide variety of bikes in his time but that certainly doesn't look like one of his. The decals aren't ones that he ever used and the little bit of the headtube decal that we can see doesn't resemble his. Another tell is the chrome on the fork crown, seat stay caps, and the dropouts. It appears that there is some sort of marking (engraving?) on the seat stay caps. That might tell you the brand if you look at the bike in person.
