Panaracer makes 18 - 23 mm wide 700C tubes with a 32/34 mm tall presta valve and Cycles Grand Bois sells them out of Japan. Pricing is fair and shipping is fast. I use these and larger ones from them and the 32 mm valve looks correct on a restoration compared to the 42 mm which seems the new normal.
