Incorrect. Wire rope…which is what a bicycle cable is…has a know, defined, and calculated stretch under tension. Here’s a bit of reading and a bit more and a calculator. Granted bicycle cable is thinner than anything on the chart but that doesn’t mean that it doesn’t stretch under tension.
