Real answer: it depends. When Conti 4000 tires were out, they didn't seem to measure true to spec, so a 23mm was all I could get on my front before it got too close to the top of the fork. Now, I have success with both Schwalbe and Conti 5000 tires, 28mm rear and 25mm front. My current rims are wider though, so that gives less of the light bulb effect.
