Real answer: it depends. When Conti 4000 tires were out, they didn't seem to measure true to spec, so a 23mm was all I could get on my front before it got too close to the top of the fork. Now, I have success with both Schwalbe and Conti 5000 tires, 28mm rear and 25mm front. My current rims are wider though, so that gives less of the light bulb effect.

Thanks for the honest reply. I’ll likely order some 28’s and if they are too big I’ll send them back. I have 25’s from an older rim brake bike if needed.
