It's not. The description makes it seem that way, but it's very sensible and level-headed, even humorous sometimes. He simply explains the dangers present while cycling in an urban environment and explains practical ways to stay safe. He actually debunks a lot of misconceptions that lead people to think that urban cycling is so dangerous. If only more people read this book (especially non-cyclists), maybe there would be more cyclists out there and we'd all get more respect.
