Huh? Satellite tracking I understand, coz they can get your speed that way, but how would they send a speed limiting signal to the car - you'd need some interface with the throttle control in the EMS surely?

Cheap and easy to get around satellite too, just shield the transmitter. (sales of rolls of aluminium foil will go through the roof)
