Steve Bauer was a professional Canadian cyclist who brought out his own line of bicycles in the mid-1980s. The company behind the brand was the Niagara Bicycle Corporation, which Steve had started with his partner, Bruce Smith. The bicycles were made primarily in Japanese, at least during the early years, bucking the trend towards cheap Taiwanese manufacture. The last I recall seeing the brand was in the early 1990s, by which time it was being sold in Canadian Tire stores.

A light action derailleur would put it in the 1987-1988 timeframe, when the brand was at its height of popularity. I believe that I know the model you have. It was a very popular, lower mid-range model. They came in a teal and an orangish-red, if it's the one I'm thinking of. Unfortunately, the name escapes me at the moment, though they were all named after winds.
