That wheel was probably (edit: may have been) built up to ride on a BMX Flatland bike. Trevor Meyer rode one for a while back in like 2000. You can do some crazy flatland tricks with a fixed hub. They called it "direct-drive".

It's common to use an axle converter to move a 3/8 axle up to 14mm for 14mm dropouts.
