You can't shim something to make it fit something smaller.
You shim 1 inch stems to fit 1 1/8 steertubes.
I'm either really confused (very possible) or you're messing with me... I always figured the shim went on the inside of the stem, decreasing the inside diameter down to 1" from 1-1/8"...
