Partially. Of course Worcester would need a lot more than a velodrome, but it would be a great step for that city: it would give Worcester something people are looking for. Right now Worcester is lacking that IMHO. I'm fully aware that a velodrome is no cash cow - as a designer I was thinking in more urban planning terms than anything else.
