I just measured the wheels on two of my bikes. My 27" rim with a fattter tire is sitting at 27.25" while my 700c with a Michelin Carbon tops out at 26.75" That's almost 6.5mm difference in radius. Incidently, the only time I've ever had pedal strike is when an old lady knocked me over with her car while I was on my early-'70's Italian road frame, converted to fixed, with said 700c wheels and 170mm cranks.
