Stem Replacement

I like the size of my 54cm Rush Hour, but my hands have been getting a bit numb. I ride it as fixed, and was planning on taking off the rear brake and probably going to bullhorns with a small handbrake. But today, I realized that I should probably try a stem replacement that let's me adjust the angles of the bars a bit more too. If anyone has suggestions, please let me know. I mostly ride with my hands on the hoods, though I sometimes use drops in the wind.

Is it possible to tear out the back brake and still leave the lever/hood with no tension on the lever? If so, I might go the route of some ergo-drops.

Anyway - mostly I'm just curious about replacement stems; whatever is on the bianchi steel roadies looks nice

edit: my seat is at the perfect height, so I don't want to lower it
