Goo Gone works fine. After having done this on a couple handlebars, I've now decided that I really don't care what the bars look like under the tape. I just remove anything easy like tangled electrical tape, and leave the residue in place when rewrapping the bars.
If you've got perfectionist tendencies, as I sometimes do, just rewrap the bars before you think too hard about it. You'll see that they look just as good afterwards, and try to forgot about the ickiness underneath
