If I were going to buy a budget race bike I'd get a new old stock aluminum bike with carbon fork. Brand doesn't matter to me. Whatever floats your boat looks wise, fits the budget, and feels good the first time you ride it is what to look for.

I got my Schwinn Fastback LTD for 2k and it has DA with K-Force Light crankset etc and I love it check out sales, and clearance deals. But remember, just because it is a good deal is no reason to buy the bike, fit matters most.
Test Ride the bike, I went to 8 shops before I decided to go with the Schwinn
If you have any knowledgeable bike buddies take them to check out a used bike with you, if thats the route you want to go
Finally, CAAD's are Great bikes, I loved mine before a old ass lady took my baby out.
