Come on now. Let's help this guy. In no time he will tire of the wally mart bike and be looking to upgrade. Pictures or a link to the bike on a web site would help greatly. My guess is that it is a quill stem and the a plactic top cap is covering the bolt or allen head which would allow it to go into the fork.
