I've broken lots of spokes on machine wheels I wasn't smart enough to tension. After I tensioned the self same wheels, not even one broken spoke.

I suspect that the wheels haven't got enough tension. It's probably because people suspect that high tension wheels are more likely to have broken spokes, whereas actually it's the low tension ones. If a wheel is overtensioned, one gets rim issues, not spoke issues.
