It's the whole package. Four Q clips, wind gard thingy, and it holds two bikes.

For five bucks, thats a steal. I know there about $600 dollars new.

My car also uses the Q clips so it would be a direct fit. I'm not sure what the prices are for used ones go for so I'm trying to decide. Hmmm.
