With a Jubilee as standard (assuming) it probably is a Raleigh Competition. Some of them had Huret dropouts, they were made in two configurations, Huret and "Campagnolo" compatable as were the Huret mechanisms.

Huret is actually a double stop, so fore and aft are limited. Campagnolo style is a single forward limiting stop.

So, a visual inspection is required.
