I wouldn't worry too much. If passed it will be just one more law for everybody to ignore.
Iowa, and I assume most other states, already have laws mandating the use of headlights if you ride after dark. Now I see kids riding after dark with no headlights all the time so I assume the police must see them too. I've never met anybody who got a ticket for riding after dark with no light. To demonstrate how much of a joke the law is, the CPSC (I assume) has a regulation that all bikes have to have a little reflector facing front. So the CPSC regulation actually circumvents the state headlight laws. How much sense does that make?
