A lot of people seem to be watching for used Cdale track frames. Many of those people want nothing to do with the Capo.

No, the components aren't great. It's an entry level bike. You're paying a slight premium for the frame, which I think IS worth more money that the other, cheaper, aluminum bikes.
I bought a used Capo a while back and plan to keep it and eventually repaint and upgrade components - not before I've used up what it came with though. I will say that I"m surprised by the quality of the wheels. I've hit several large things in the road lately that resulted in double pinch-flats. The wheels took it fine.
