may not be the same thing, but whenever I would come back from a ride in the cold (<30*F) my feet/hands would become very itchy as the blood rushed back to my extremeities. So, I now wait 20 min or so to more evenly adjust before I undress and take a warm shower.

Perhaps, wet feet in even in moderate temp could have the same effect...
