looks like a nice concor saddle, a little rough. The frame is hard to tell looks nishiki continentalish... could be anything really, univega, or norco even... a pic of the drive side and some close ups of the BB, DOs, seat lug and head logs and fork crown would help.

Edit: the chrome is throwing me off, it looks like a hi-tensile frame to my eye reminiscent of the Kuwahara produced apollos. Definitely need more to go on here.
