Price is good and looks like it will be a clean fit. I wonder what one 40 or 45. Litespeed specs a 40 for the 2005 Tuscany though. I’m leaning to the 40 over the 45, but I don’t know enough about it all. Sounds like a 73 with a 45 will be sketchy, I'll get the 40 and keep it smooth.

A nice frame and Veloce is a great value. Some answers or suggestions at least:

What you are asking is about spindle length. Spindle length is a function of seat tube diameter and whether you are going with a double or triple crankset...you didn't say. Campy Veloce BB spindle on a 28.6mm seat tube is typically 111mm and symmetric. The Litespeed is likely English thread. You maybe surpised but many late model Italian bikes have English BB's as well.

Hopefully a Litespeed owner on the board can recommend a headset.

Lastly the numbers for forks you are throwing out are for rake/offset. This of course affects trail and therefore handling. I personally would replicate what Litespeed sells from the factory. If Litespeed spec's a 40, then consider getting a 40. Btw your comparison of fork offset and sta angle doesn't necessarily relate.
Be sure to check on their website to confirm the spec the same fork for all frame sizes...sometimes it changes for larger frames.
