For $30/set,I'd go with Michelin Transworld Citys. You can get them in 1.5 and 1.95",they roll decent,do ok on trails and in snow,have puncture protection,and have snazzy reflective sidewalls. They're usually like $18 each,but I've seen them on sale for $13-15.
