From the pics it looks to be in fairly good shape. I've never heard of the brand. It looks very Raleigh-ish.(Could you show a better pic of the chain guard?) As long as the rust on the chrome isn't too deep you can use 0000(super-fine)steel wool followed with a good chrome polish/wax. I wouldn't worry about the scratches in the paint job. It's 25+ years old, it's bound to have a few dings and scrapes. Call it patina(like in antique furniture). The only thing I would suggest is to rebuild the crank and fork bearings before riding. Could cause irrepairable damage to the bearings and cups. You could try recovering the seat(if you know someone handy with a sewing machine. But I'd suggest getting a new one(n.o.s.) That is assuming you need one(seat looks good in the pics but.....)
