Pretty basic generic branded bicycles. I don't think they ever offered anything raceworthy.
The bike in the pics looks to be in good shape, or could be ridable with just a little fidling.
Any LBS could get it right for you.
The banana seat is cool! Good for the kids to hike their friends on!
Other than that, just a good basic kids bike.

what needs to be fixed? Looks like a nice old kids bike. I like the flower power seat. Nothing special but a lot of fun to ride.kids still like the banana seats and ape hanger handle bars when thay get the chance.

The LBS I used to work at in the '90's carried St Tropez, although the only one I saw there was a hybrid. Sorry to say it was junk. The cantilever brake arms were made of thick stamped sheet metal and were just crap (I did the final inspection and test rode it for him). Some old guy bought it and he said he was going to ride it in the Smokey Mountains in Tennessee. Of course I didn't say anything but I felt sorry for him thinking he was going to get killed there since the brakes were so bad.

From the pics it looks to be in fairly good shape. I've never heard of the brand. It looks very Raleigh-ish.(Could you show a better pic of the chain guard?) As long as the rust on the chrome isn't too deep you can use 0000(super-fine)steel wool followed with a good chrome polish/wax. I wouldn't worry about the scratches in the paint job. It's 25+ years old, it's bound to have a few dings and scrapes. Call it patina(like in antique furniture). The only thing I would suggest is to rebuild the crank and fork bearings before riding. Could cause irrepairable damage to the bearings and cups. You could try recovering the seat(if you know someone handy with a sewing machine. But I'd suggest getting a new one(n.o.s.) That is assuming you need one(seat looks good in the pics but.....)
