You don't negotiate - other riders are either willing to work for the group or not. I've been in breaks where I simply don't want to work, because I know I can't outsprint the other guys. I've been in breaks where I don't care if the others work with me, because I knew I could drop them on the next long climb. So, it's either yes or no.
