MiamiJim will be able to tell you for sure.
But, with the braze ons for rack and generator, I'd say it a touring variant, Probably a AE-8, as it lacks the half chrome fork. It's got to be older than late 80's. It has down-tube shifters and wing nuts, probably late 60's early 70's .
It's strange that it does not have Mafac "Racers" and it has an odd crank, most had the Nervar, which it might still be a Nervar, but it's not the common one.
If it was local to me I'd be begging for that bike!
