He would probably learn to spend more time on the hoods like most people do. More importantly however it makes much more sense to have the positions you can brake from be the same as the positions that give you most control over the bike. That is what I meant by "braking when you need it". If he does spend a reasonable amount of time on the tops that is what interrupter levers were created for.
