The base tape can be re-glued, but careful to use the right glue. The wrong glue can seep through the casing and onto the latex innertube - and when you pump it up the latex rips open with an almighty bang.

For day to day riding on the street, a base tape in that condition is no big deal - just don't go crazy on corners. But for racing - especially track - get new tyres.
