I assume you mean the toeclips -- the cages attached to the front of the pedals -- are touching the wheel. If you do not have toeclips and it's the actual body of the pedal touching the wheel, you have a severely damaged frame/fork and should not ride the bike.

Assuming it is in fact the toeclips, it's called toeclip overlap and isn't terribly uncommon. I don't know if your particular bike is designed to have it or if there is something wrong. It is more common in smaller size frames, and it may be something you'll have to learn to live with.
