I think the barrel adjuster has just been unscrewed, you should be able to screw it back in. The continental is better, looks like a 24" or 25", want to sell it? The continental is full chromoly while the International has hi-tensile stays. I have the EXACT same international in 25" but I stripped the paint off the fork and left if chrome and powder coated the frame green.

The bikes look quite different in size. you should decide which one fits better and keep it.

Edit, the more I look at the continental the more I want it. Please tell me it's a 62cm (25") frame and you want to sell it to me.
