No, not common to Windsor Pros, but from the rest of your description it doesn't support this being a Cinelli. The forkcrown also sounds unlike the common semi-sloping Windsor...pics would help a LOT. Check out flckr.com, it's pretty user-friendly, or you could scale them down to tiny size and attach them to this thread. The seatpost diameter is usually a very strong clue: what's yours? My guess is you got either an uncommon Windsor/Carabela or a Raysport, (tho many Raysports were 531, not Columbus).
