Yes, on the later ones. Here's pics of one had: repainted (columbus decal wrong era), championship stripes simulating Cinelli, Japanese copy sloping crown fork (not original). Older Cinellis take an odd seatpost size (26.2?), Windsors 27.2. And I believe Windsors did have the serial number on the top left of the seattube, Cinellis not. Cinelli also tended to file the outside dropout edges square from the stock round profile.
Windsors are not terrible, but no Cinelli. I've had a few, always found the ride a little dead.
