I think Soma is making some fenders that are breakway all 'round. SKS have break-clips in the front, but not the back (though you can shift them, or get another unit). I run 32c w/ fenders, and the tire juuuuust goes in, as long as I roll the axle a bit.

Probably depends on the frame, how tight you have your fenders set, etc etc.
