Maybe the individuals were? I can tell you absolute certainty that the individuals that deployed cared very much and made some pretty huge personal sacrifices because of this. I state this as a matter of fact.

cuba doesn't have to prove **** to anyone or try to influence anyone they're tiny. also cuba has a way high doctor per capita compared to other countries. and i doubt they'd send so many doctors that it would crash their healthcare system. people from ny went to new orleans to help with the hurricane and i don't think it crashed ny's health system
Re-read the post. Sending thousands of medical professionals was mentioned. It, for a number of reasons including the one's I mentioned, would have been less than helpful and would have further taxed an injured infrastructure in America. Obviously Cuba would not be hurt themselves by sending a couple hundred disaster trained medical professionals to 9/11. OTOH, sending over one thousand would be a terrible mistake even if they had a prefect national medical system. As for sending medical or rescue folks from Cuba to New Orleans, well that would be beyond crazy and was never seriously entertained. With Rita on the was, and the season far from over, Cuba needed to keep those resources at home where they belonged.
