I think even the oldest of the Japanese Bianchi's had pump pegs as well...I don't see one, but it may be washed out in the pic. I had a Japanese built Bianchi yeeeeeeeeeears ago, but it did not have Suntour drop-outs...don't think that means a whole bunch, but it's the only real reference I have.
I think it might just be the light in a concave seatstay cap which would be uncharacteristic of the low end japanese bianchis I have seen (which are the ones without any markings).
