Tomos made some mopeds that were very nice in theory. Generally the quality of materials let them down.
B u t . . . it certainly doesn't look any worse than most typical light roadster bicycles, and it has the bonus of being from an unusual maker. it's hard to say what'd be worth. but probably somewhere north of $50 and south of $100, unless you go by the "craigslist value" then you could probably add another $20 to $50 to that higher figure.
